Title: Borough of Morris Plains - Morris County
MUNICIPAL CLERK – MORRIS PLAINS BOROUGH, MORRIS COUNTY, NJ
The Borough of Morris Plains is seeking an experienced, organized, and dedicated Municipal
Clerk to perform all statutory duties as defined by N.J.S.A. 40A:9-133. Candidates must hold
current Registered Municipal Clerk (RMC) and Certified Municipal Registrar (CMR) certificates
and have relevant municipal experience. This person also will serve as the Borough’s Personnel
Director.
The Municipal Clerk is a key administrative officer in our borough form of government, acting as
Secretary to the Governing Body, Custodian of Official Records, Chief Administrative Officer of
all elections in the municipality, Registrar of Vital Statistics, Records Manager, and Administrator
of various licenses and permits. The Personnel Director maintains personnel practices,
coordinates job postings, and maintains personnel records across all departments.

Core Responsibilities:
• Serve as Secretary to the Borough Council, including preparation of meeting agendas,
minutes, and resolutions; attendance at all public meetings; and publication of public
notices.
• Maintain custody of official documents, contracts, ordinances, resolutions, and the
borough seal.
• Administer and certify municipal elections and serve as liaison to the County Clerk and
Board of Elections.
• Oversee OPRA requests and ensure compliance with records retention laws.
• Process various permits and licenses (e.g., raffle, peddler, liquor).
• Act as Registrar of Vital Statistics, processing marriage licenses, death/birth certificates,
and amendments.
• Coordinate the Borough’s Records Management and Archival program. Ensure statutory
compliance with state laws and local ordinances affecting municipal clerks.
• Coordinate and maintain personnel policies and procedures, coordinate job postings,
and maintain personnel records across all departments.
Minimum Requirements:
• Possess a valid Registered Municipal Clerk (RMC) license issued by the State of New
Jersey.
• Possess a Certified Municipal Registrar (CMR) license.
• Possess or be willing to obtain a Notary Public license.
• A minimum of five years of progressively responsible experience in a municipal or
government administrative setting.
• Strong working knowledge of local government procedures, including the Open Public
Meetings Act and OPRA.
• Demonstrated excellence in written/verbal communication, customer service, and
organizational skills, and a professional demeanor.
• Proficiency with Microsoft Outlook and the Microsoft Business Suite and be willing to
learn new software applications.
Job Details:
• Salary Range: $59,000 – $130,000, commensurate with experience, qualifications, and
appointment terms.
• Hours: 8:30 AM- 4:30 PM M-F, 7 hours (1 hr. unpaid lunch), 35 hr. work week
